Grassley then criticized the FBI for not complying with the House Oversight Committee’s subpoena, saying Congress 'still lacks a full and complete picture with respect to what that document really says.'"
Let's review what we know thus far. First, "The FD-1023 form, dated June 30, 2020, is the FBI's interview with a 'highly credible' confidential source who detailed multiple meetings and conversations he or she had with a top Burisma executive over the course of several years, starting in 2015."
This "confidential human source" is a highly-respected source that the FBI has frequently used. Further, we know that this confidential human source has been paid more than $200,000 over the past several years by the FBI in making cases. This isn't someone that's untrustworthy. Then there's this:

Grassley, from the Senate floor, slammed the FBI for not complying with the House Oversight Committee’s subpoena, saying Congress "still lacks a full and complete picture with respect to what that document really says."Clearly, the FBI and the DOJ aren't applying the laws of this nation equally. The minute the FBI got these FD-1023s from the confidential source, they should've alerted the DOJ that they had material to impanel a grand jury to investigate this potential impeachment-worthy offense."That’s why it’s important that the document be made public without unnecessary redactions for the American people to see," he said. "Let me assist for purposes of transparency."
